If you are getting it for free then the web hosting provider isn't going to give you the best resources and equipment because it does cost them money.I tried using free hosting for my blog and it turned out to be nothing but a headache so I switched to a paid hosting service. That's a good way to go for testing scripts and sites before going live with them. Some people just don't know how to set it up so they go other routes.you can test it on your pc using XAMPP or some other softwares.
